Palm Beach County has the second-largest property tax base in Florida. It barely uses the Value Adjustment Board.
Among the 42 counties that published 2024 VAB counts to the Department of Revenue, the top 12 ran from Miami-Dade's 65,121 petitions down to Brevard's 1,171. Palm Beach is not on that list. Broward, immediately south, filed 26,006. That is not because Palm Beach assessments are uniquely accurate. It is because the professional filing industry that saturates Miami-Dade and Broward thins out once you cross into Boca, Delray and West Palm, and because a lot of the roll is homesteaded or quietly over-capped.
This is the practical version: what Palm Beach charges, when it closes, where Form DR-486 actually goes β and the Save Our Homes test that decides whether filing can move your bill at all.

Joint petitions by a condominium, cooperative or mobile-home association, and by owners of contiguous undeveloped parcels, are $20 for the first parcel and $5 for each additional parcel β and they need pre-approval. Check the Clerk's VAB fee page rather than an older guide; several still quote $15 as the standard fee.

Florida is the only state we serve where you can be over-assessed, win the hearing, and still pay the same bill. Save Our Homes caps annual increases in assessed value on a homesteaded property at 3% or CPI, whichever is lower β 2.7% for 2026. You appeal just value (Florida's word for market value as of January 1). The bill is built on taxable value, which follows assessed value after exemptions. After a long boom, assessed value sits far below just value. A cut that never crosses that line is a trophy, not a saving.
Worse, the recapture rule in Rule 12D-8.0062(5), F.A.C. requires assessed value to keep climbing by the cap even in a year when just value falls. Compare assessed value to a realistic January 1 sale price. Comfortably above? Stop β audit exemptions instead. At or below? You have a live case. This is less likely to block you on a rental, a Jupiter Island seasonal house, or a property you bought in the last two years. Fifty-nine percent of Palm Beach County taxes levied in 2024 came from non-homestead property. That is the part of the roll where a reduction flows through.
At Palm Beach County's 2024 county operating rate of 4.5000 mills, a $25,000 reduction in taxable value is worth about $112.50 a year on the county line. School, municipal and special-district millage sit on top of that β West Palm Beach, Boca Raton and the Fire/Rescue MSTU are not free β so the real saving is larger. And it assumes the cut reaches taxable value, which is the Save Our Homes test above.
The Palm Beach County Property Appraiser's office offers an informal review. It is free. Record errors get fixed here. Do it in the first week. The conversation does not pause the 25-day clock under Fla. Stat. Β§ 194.011(3)(d).

Give the Property Appraiser your evidence at least 15 days before the hearing. You can then demand theirs within 7. Skip it and you will see their comps for the first time across the table.
A special magistrate, usually a state-certified appraiser. Short. Evidence-driven. Phone or video is allowed under the 2025 changes. Three to five closed sales nearest January 1, adjusted for size, age and condition, plus a one-page just-value number and why.
Under Β§ 194.014, a pending petition does not excuse the tax. Miss the required portion by March 31 and the Board denies you on procedure.
Two operational facts that do not show up in statewide guides. The Clerk will not take a VAB petition at the Main Courthouse β people still try. And the 2026 online portal was still listed as "coming in the summer" well into the year, so the paper path is not a backup. It is the path until the portal is live. If you are a snowbird who leaves in April, put the TRIM envelope on a standing instruction: someone has to open it in August.
The rest is the roll. Palm Beach just value hit $514.12 billion in 2024, second only to Miami-Dade. Median home value sits at $407,300. The professional protest industry that treats South Florida as a volume business has historically stopped at the Broward line. A well-built case here is not competing with 65,000 others.
