Simplifying Property Tax Protests

Houston's median bill is the lowest of the six cities we cover, but many Houston homes also sit in municipal utility districts (MUDs), which can add a large line to the bill.

Your Houston tax bill is several separate taxes added together. Each taxing unit sets its own 2025 rate per $100 of taxable value. For a home in Houston ISD:

  • City of Houston: $0.519190 per $100 (source)
  • Harris County: $0.380960 per $100 (source)
  • Harris County Flood Control District: $0.049660 per $100 (source)
  • Harris Health (hospital district): $0.187610 per $100 (source)
  • Port of Houston Authority: $0.005900 per $100 (source)
  • Houston ISD: $0.878300 per $100 (source)

Total of the units listed: $2.021620 per $100 (about 2.02% of taxable value), before exemptions. Houston Community College also taxes most Houston homes; its 2025 rate isn't listed here. Some neighborhoods also pay a MUD or PID.

Homestead exemption: Texas school districts must exempt $140,000 of a homestead's value, plus another $60,000 for owners 65 or older or disabled (Texas Comptroller). At Houston ISD's rate, the $140,000 exemption takes about $1,230 a year off the school portion. Homestead appraisal increases are capped at 10% a year, plus new improvements.

Which appraisal district handles your home

Houston spans more than one county, and your appraisal district depends on the county your home is in, not your mailing address. Your Notice of Appraised Value names the district.

  • Harris County side: Harris Central Appraisal District (HCAD), hcad.org
  • Fort Bend County side: Fort Bend Central Appraisal District (FBCAD), www.fbcad.org
  • Montgomery County side: Montgomery Central Appraisal District (MCAD), mcad-tx.org

How the protest process works

How to protest your Houston property taxes with HCAD

  1. Read your notice. HCAD mails Notices of Appraised Value in spring. Values are set as of January 1.
  2. File by the deadline. For 2027: Monday, May 17, 2027 (May 15 falls on a Saturday), or 30 days after your notice was mailed, whichever is later. You can file through HCAD's iFile online protest system (owners.hcad.org), by mail or in person.
  3. Build the evidence. Use comparable sales (market value) and comparable appraisals (unequal appraisal), plus photos and repair bids for condition issues. HCAD may make a settlement offer online before any hearing. Compare it against your own evidence before you accept.
  4. Informal review. Many protests settle with a HCAD appraiser before a hearing.
  5. ARB hearing. If not settled, the Harris County Appraisal Review Board hears your case. After that, you can choose binding arbitration, SOAH or district court.

Homes on the Fort Bend or Montgomery County side follow the same steps with that county's appraisal district.
